          Energy functions are divided amcng several agencies
 with responsitilitier in the areas of energy ccnservation,
 develcFment of nonrenevable energy resources, and energy price
 regulation. Findings/Conclusions: In each of these areas, there
 are needs for better coordination among agcncies and for a
 system of priorities. Energy conservation has not received
 adequate emphasis because of lack of public concern and
 insufficient incentives and funding. Programs i-or development of
 nonrenewable energy tesources were lacking iii ]roduction goals,
 estimates of future needs, and effective wechanisms for
 commercialization of technology. In reference to price
 regulation, it was felt that prices were toc lcw to encourage
 energy conservation, and that regulatior discouraged energy
 development. Reorganization of energy functions under a single
 Federal agency as proposed by the Administration would imprcve
 the decisionnaking process. Recommendations: CongLess should
 enact legislation to establish a Department of Vnergy with
 responsibilities for setting goals for automcbile fuel economy
 and energy production planning. The legislation ishould call for
 continuation of the Professional Audit Review Team, establish
 coordination with other agencies, and reaffirm GAO's monitoring
 role. Congress should also examine energy regulatory . unctions.
