         Improvements are needed in the Federal enhaLced oil and
gas recovery research, development, and demcnstration program.
Findings/Conclusions: Advanced methods to recover currently
nonrecoverable oil Lnd gas could contribute to reducing United
States dependence on imported energy resources.
commercialization ci many of these techniques will require more
technology development. Other obstacles, priwarily economic,
also stand in the way of commercialization. The Energy Research
and Development Adrinistration has a risk-sharing cooperative
demonstration program to stimulate industry ccommercialization of
advanced recovery tecl nologies. However, the program has not
been based on adequate planning and has been moving along at a
slow pace. Although the agency is attempting to improve the
program, it is unlikely to have a major effect on increasing
domestic oil and gas supplies before the late 1980s or early
1990s. Recommendations: The Administrator of the Energy
Research and Development Administration should give continued
a.ia increased emphasis to developing and putting into operation
a managcuent plan for enhanced gas recovery. The plan should
focus cn developing a balanced research program to include
laboratory research, demonstration tests, aad the gathering of
geological data on the types of deposits the agency plans to
test. The Administrator should also reassess annually the
Federal role and level of effort in enhanced oil aid gas
recovery research and development in the light of iacreased oil
and gas nrices and industry's willingness to promote new
