         Department of Defense ar reserve requirements for
clothing and textile items were surveyed for fiscal year 1977,
following the submission of lists by the Defense Supply Agency
for all items to be procured if the 1977 appropriations were
provided. The Senate Committee on Appropriations subsequently
deleted all of the DSA's clothing and textile requirements.
Findings/Cenclusior: The Defense Personnel Suppcrt Center is
trying to reduce stocks of items for which .here are comiercial
substitutes, but their efforts bave aot completely eliminated
s..;n items from existing stocrs ar preventeJ the entry of
additi-nal ones into reserve ztockz. The Certer underestimated
the prcduction capability of induhltry to meet motilization
reeds. Duriuq f.4Qal year 1976, the Center authorized the
miltary sei.vicez to return, with full rriskur-eNent, $28
million of excess itess. Tb,. Center has only received $6 million
ol these items, aad has not received feedback as to why items
were nct ret.!r-2Ed. Recommendations: Tb. Secretary of Defense
should require -moecificatiou-prepari.g activi'-ez to identify
csservial alte:natives at tba t.-i. of specification
develorment, and make certain the LISC ures the planned
production capabiiity if industries as verified ty DSA's
