          We are responding to your December 12, 1975, letter
     supporting Profeqsor Jan 9. Luytjes' request tlat the
     General Accounting Off .!-c, tudy the pricing of Bureau of
     the Census foreigin tra,  ..ta tapes. You stated that
     Professor Luytjcs, Scho u of Business and Organ iational
     Sciences, Florida Internationail University, Miami, Florida,
     is involved in a University study. which he believes can
     contribute to a more favorable b-alance of trade for the
     United States.

          In order to pursue the study, the University must
     obtain annual Loreign trade data tapes for a S-yoar period
     and quarterly updates of thi?. inforroation. The Bureau
     informed Professor Luytijs that costs for annual import
     and export data tapes for the S-year period 1971-1975
     w'ould be app-oximitely S3,000. Although th- Bureau does
     not produce quarterly updates, the Bureau will si-pply
     monthly noncumulative data on a reimbursable basis.

          In accordance with discussions witi your office, we
     1imnited our review to

          --identifying the cost elements involved in the Bureau's
            c'iarges for foreign trade data tapes and

          The Bureau's forei.n i.rade statistics program entails.
     the compilation and disseminatirn of U.S. import and export
     data. The program is designed to serie t~e wide range or
     interests of Government and non-Government users.  The pro-
     gram involves che dissemunation of a variety of data, pre-
     sented in many different arrangements, and relea:;ed in
