     This letter reports the release of $202.8 million
in impounded budget authority required to be made avail-
able for obligation by section 1013(b) of the Impound-
ment Control Act of 1974.

     The President's eighth special message submitted
to the Congress on December 1, 1975, proposed deferrals
(D76-70, 72, 73, and 74) of $167.5 million in budget
authority for the Department of Agriculture. On
December 19, 1975, the House disapproved those defer-
rals (House Resolutions 912, 914, 915, and 916), thereby
requiring the funds to be made available for obligation.
We have confirmed that OMB has apportioned the budget
authority to the Department of Agriculture and the
Department has made it available for obligation.

     The President's eighth special message also pro-
posed deferrals (D76-79 through 83) of $35.3 million
in budget authority for the Environmental Protection
Agency. The House disapproved these deferrals on
December 19 (House Resolutions 920 through 924). We
have confirmed that OMB has apportioned the budget
authority to the Environmental Protection Agency and
the Agency has made it available for obligation.

     Deferrals D76-68 and 69 were also disapproved by
the House on December 19, 1975. However, these defer-
rals had previously been disapproved by the Senate
(Senate Resolutions 313 and 324). We reported the re-
lease of this budget authority in our report on the
President's eighth special message (B-115398 dated
January 6, 1976).
