            This letter reports the release of budget authority
       required to be made available for obligation pursuant
       to section 1013(b) of the Impoundment Control Act of
       1974.

            The President's July 1, 1975, special message in-
       cluded a renewal of a deferral of prior year budget
       authority (D76-13) for the Department of the Interior,
       Bureau of Reclamation, Columbia Basin Irrigation Project.
       This message was subsequently amended by the President's
       July 25, 1975, special message (D76-13A) which reported
       the expected early completion date of a Bureau of Recla-
       mation report on alternative project plans. The Senate
       disapproved this deferral, as amended, on December 5,
       1975 (Senate Resolution 226).

            We have verified that OMB has apportioned the
       $1,030,000 in budget authority and the Department of
       the Interior has made the budget authority available
       for obligation.
