Dear Senator Leahy:
     Your letter of March 10, 1976, requested that we calculate
actual personnel turnover rates for calendar year 1975 in each of
the Federal Energy Administration's (FEA) national components and
within each of its 10 regions. On April 22, 1976, at the request
of your office, we furnished preliminary personnel turnover rates
for FEA's Office of Regulatory Programs and for each regional office.
In preparing this response, we examined personnel payroll records
and interviewed officials at FEA headquarters in Washington, D.C.

     Personnel turnover rates for calendar year 1975 at FEA headquarters
and in its 10 regional offices were 39.4 percent and 37.6 percent,
respectively. The overall agency turnover rate for calendar year
1975 was 38.6 percent. As agreed with your office, all personnel--
including 145 consultants, experts, summer aids, and student assist-
ants--terminating FEA employment during 1975 were counted as
separations. Enclosed are breakdowns of FEA's personnel turnover
rates. Enclosure I summarizes FEA's overall turnover rate. Enclosures
II and III show turnover rates by national component and regional
office, respectively.
