                    We have rec   i      eted a survey of the Federal Energy
                                        ss anc . ue                 ov r m n s i
               Administration's  EA)  ssistance to State and local governments in
               developing and admn* ering energy programs. The Survey was made
               at FEA headuarters and FEA regional offices in Dallas, Texas;
               Philadelphia, Pennsylvania; 'and Sar Francis:c, California. We also
               visited State eierzy offices in A izona, Arkansas, California, New
               Mexico, Oklahoma, Pennsylvania and Texas.

                    We fourd several weaknesses i-r     planning   nd direction
               which have inhibited FEA's ability to si ii i   yimact on State
               and l     activit s in dealing wit.h energy p rolets. AlLnough -iai-
               son between FEA headquarters, FEA regional offices and State enerjy
               offices has been established and all organizational elements have
               develcped sope form of energy conservaticn programs, we found little
               coordination and comunication, and ineffective use of manpower in
               dealing with other significait energy problems and issues. In view
               of the additional responsibilities given PEA under the Energy Policy
               and Conservation Act and the cpportunity for an increasing role fcr
               FEA regional offices in carrying mt FEA programs, we are bringing
               these mtters to your attention t assisz you in imolementing your
               future programs and activities.


                    -       al Energ Administration Act       4 states that

               positive and effective action** in developing Policies and plans to
               meet the energy needs of the Nation. To achieve this goal, the
               Administrator of FEA is charged uith, 3mong other things, developing
