We fourd several weaknesses i-r planning nd direction which have inhibited FEA's ability to si ii i yimact on State and l activit s in dealing wit.h energy p rolets. AlLnough -iai- son between FEA headquarters, FEA regional offices and State enerjy offices has been established and all organizational elements have develcped sope form of energy conservaticn programs, we found little coordination and comunication, and ineffective use of manpower in dealing with other significait energy problems and issues.
