Occupational Safety and Health Administration

Department of Labor







State safety and health enforcement activities
are deficient because the Occupational Safety
and Health Act permits States to operate
during a developmental period using cri-
teria less effective than the Department of
Labor's.

The law should be changed so that States
must use Labor's criteria until they have de-
veloped their own equally effective criteria.
