Dear Mfr. Vanik:

     On February 12, 1975, you asked us to compare the energy used
in five Federal Office Buildings during January, April, July, and
October of 1972 vith the energy used during the sEme months of 1974.

     Energy constzpticn and cost informatlon is presented in
enclosures for the five buildir.s, which include the Anthony j.
Celebrezze Federal Building in Cleveland, Ohio (formerly the Nev
Federal Office 3uiiding). All the buildinrs are sffilar in size,
age, and use. 'e obtained the info-ation from utility bills or
General Services Administration (GSA) records but did no verify
the information. The enclosures also contain the views of GSA
building personnel as to the reasons for changes in energy use,
and a descriction and photograph of the building.

     Energy use in the five buildinzs--principally electricity and
steam--was substantially lower in 1974 (although cost was in sone
cases higher) than in the same months of 1972. Follzcing is a
sumary of the data we obtained:
