     This letter reports the release of $16.5 million in impounded
budget authority required to be made available for obligation by
section 1013(b) of the Impoundment Control Act of 1974.

     The President's July 25, 1975, special message reported a
proposed deferral (D76-49) of $16.5 million in budget authority for
the Community Services Administration's Emergency Energy Conservation
Services Program. On October 3, the Senate disapproved this deferral,
thereby requiring the $16.5 million be made available for obligation.

     The deferred budget authority was made available by continuing
resolution budget authority provided by Public Law 94-41. Since the
continuing resolution states that the budget authority it provides
is exempt from the apportionment process, OMB is not involved in the
release of the budget authority. We have been advised by Community
Services Administration officials that the full $16.5 million is to
be released and they have begun the allotment process to make these
funds available for obligation.
