Disincentives To

Agricultural Production


In Developing Countries




Department of State and other agencies


Goverm-,ental policies and iistitutional fac-
tors providing little incentive--or acting as dis-
incentives--have hindered devt loping countries
in growing as much food as possible.

These disincentives exist although more food
is urgently needed and other countries and
institutions have provided assistance lo help
in-cease production. Aso food assistance
from others has permitted countries to post-
pone removing d&incentives,
U.S. Government .iencias providing fo-N and
agricultural assistance should give maximum
consideration to the adequ-y of the'recipient
country's self-help measures and work for
concerted action among -lI countries and
institutions to induce aid recipients t remove
production disincentives and providu ade-
quate incentivws.
