Dear Madamn Secretary:

     Durinq a survey of the current status of the
Postdisaster recovery effort, necessitated by TroDical Storm
Aqnes in Pennsylvania in June 1972, we noted a oroblem which
we believe needs your attention. More than 3 years after
the disaster, many families were still housed in mobile homes
orovided anJ maintained by the Federal Government as temoo-
rary thouslnq. We believe that this and other lonq-term
Federal involvement in temporarv-housinq oroqrans indicate
a need for the Federal Disaster Assistance Administration
(FDAA) to revise its Dolicv and Procedures for oroviding
such housinq to victims of disasters.

     As a result of the floodinq, 20,333 Pennsylvania fami-
lies required temoorary-housing assistance. A temoorarv-
housinq oroqram was started by your Office of the Assistant
Secretary for Housina Manaqement under a mission assianment
deloqated by the Office of Emergency greoaredness, now r'DAA,
in accordance with the Disaster Relief Act of 1970, as
amended (84 Stat. 1744). The table below snows that, since
the disaster, the number of families occuoyinq temoorary
:lousinq has been considerably reduced.
