        Dear ,r. Secretary:

             sie surveyed the industrial fund accounting system for printing
          d duplicating services in the Department of the Air Force to deter-
        mine :f it was being operated in accordance with the syste-i design
        approved by the Comptroller General in February 1970.

             Based on our work at the Air Force printing and duplicatiig plant
        at Rooins Air Force Bast, G&orgia, we corcluded that the accounting
        sy'ten is being operated in accordance with the approved system design
        na is substantially in comploiance with the principles, star.ards, and
        related requirements currently prescribed by rhe Comp'roller C...,ral
        in Title 2 of the GAO Policy and Prcedc-res Manual ior Guidance of
        Fcderal Ag--c.cs. We were informed that the sj:ae system desig;n !,as
        been implemetied at six other Air Force vrinting aad duplicating plants.

             In arriving at oor conclusion, we observed and tested operatin.
        procedures and controls cver (1) the establishment and collection of
        accounts receivable, (2) expenditures and obligations, t3) property
        and equipment, and (4) the accumulation an41 distribution of incurred
        cost,. We also evaluated and tested the accountin. procedures used in
        maintaining asset, liability, capital, revenue, cos., and s,.atistical
        accounts in tile general le1ger.

             ;We found that the Air Force Audit Agency had reviewed aspects of
        the system in 197.1 and that the review was adequately performed.

             We noted, however, that the irdustrial fund, which should be self-
        sustaininp to the extent possible, was not reimbursing the host base
        for support services. Details follow.
