Some argue that improvements in the military
and economic positions of the NATO allies
would permit the United States to safely
withdraw some of its NATO-committed
forces from Europe. The rapid redeployment
of such forces in an emergency can be facili-
tated by prepositioning their equipment in
Europe.

Some opponents of unilateral force reduc-
tions say that U.S. Forces can be safely re-
duced only if the Soviet Union withdraws
some of its forces from Eastern Europe. Some
also suggest that rather than reduce U.S.
Forces, the costs of the Alliance should be
more equitably shared.
