 Dear Mr. Chairman:

         Your July 30, 19 74, letter requested fiscal years 1973
    and 1974 data on the 9ffice'of Education's use of (1) funds
    to support, conduct, and attend)conferences, seminars, and
    training sessions attended by a significant number of Office
    of Education personnel)and (2) consultants, experts, (and
    consulting organizations) in lieu of Federal employees.

         At an October 4, 1974, meeting, representatives of your
    office broadened the scope of the request to include infor-
    mation on all conferences, seminars, and training sessions
    that, in our judgment, were attended by a significant number
    of personnel from the Department of Health, Education,
    and Welfare's Education Division, which includes the Office
    of Education, the National Institute of Education, and
    the Office of the Assistant Secretary for Education. They
    also asked us to obtain this information on Office of
    the Secretary personnel whose duties related directly to
    Education Division programs and to determine the total
    number of staff-days that all of the foregoing personnel
    spent attdnding these conferences, seminars, and training
    sessions.

         At a May 19, 1975, meeting, representatives of your
    office requested that the information on the Office of Edu-
    cation's use of consultants, experts, and consulting orga-
    nizations in lieu of Federal employees be provided in a
    subsequent report so that additional information in this
    area could be included.

         We interviewed Department officials, reviewed Depart-
    ment regulations, and examined travel and other records of
    the Office of Education, the National Institute of Educa-
    tion, the Office of the Assistant Secretary for Education,
    and the Office of the Secretary.
