More Effective Action

Needed To Control

Abuse And Diversion in

Methadone Treatment Programs

Food and Drug Administration
Department of Health, Education, and Welfare
Drug Enforcement Administration
Department of Justice
Methadone--a synthetic narcotic with a high
potential for abuse--has been used increasingly
in treatment programs. Its diversion and abuse
has resulted in a number of deaths. Some of
the treatment programs seriously and persist-
ently violate Federal regulations.
GAO concludes that improvements are need-
ed:
    --In the Food and Drug Administration's
    program for compliance invest-
    igations at treatment programs.

    --In the Food and Drug Administration's
    mechanism for taking enforcement
    action against treatment programs
    violating Federal regulations.

    --In coordinating the Food and Drug and
    Drug Enforcement Administrations'
    efforts to regulate treatment programs.
