3B1OR ADKINISTATON OFITCZALs Lot so try to give you
oe quick summary at the top and then I'll try to run through in
     awre detail.
We had, as I briefed you earlier, really two Items on the
top of our agenda. One, to Consult on Bast-West reLations, ad
particularly upcoming negotiations on arms control in Genevat and the
second, to discuss our bilateral economic problems. And I Would say,
those two subjects wore the bulk of our discussions today, both with
the - between the Secretary of State and the Foreign Minister and
between the President and the Prime Minister.
In the first area, on last-eat relations, we briefed the
Japanese in great detail about the approach we will be taking and our
hopes and expectations for those arms control talks, affirmed our
uommitment to close consultations with Japan and to maintaining a
global approach to arms control, that is to say one that recognises
that we can't achieve security for just one region in the world at
the expense of anothert that our approach is to try to produce a more
secure world, both in Burope and in Asia.
In the trade area, which was the -- I think just in ters
of time, definitely the topic that got the most discussion, I would
say we are rather encouraged by the results of the talks today. I
think the significant outcome is the one that both the President and
the Prim Minister referred to in their departure statements -- that
Becre!ary Shultz and Poreign Minister Abe have been charged with
overseeing an intensified effort on both sides at market opening.
We were very encouraged by statements made by both the
1oreipn Minister and the Prime Minister on commitments to opening up
Japan s telecommunications market. I'll give you some more detail on
that in a moment. And the President expressed our interest in a
number of other key sectors, specifically electronics, forest
products, and medical supplies and pharmaceuticals.
I think the -- at the end. vs end of the luncheon
meeting, the President thanked the Prime Ninister for coming to
California, said that this is a great way to start out the new year,
recalled that the first time he and Nakasone had met, that Nakasone
had said there was nothing that our two countries could not
accomplish if we work together. And Nakasone reminded him that at
that first meeting he had said, Yes, and you have to be the pitcher
     and I'll be the catcher.
Let me now just briefly touch other -- mention other
topics that wore discussed were our mutual defense efforts, various
     questions of
