PROPOSING AN AMENDMENT TO THE CONSTITUTION
                 OF  THE   UNITED STATES


JANUARY 20, 1928.-Referred to the House Calendar and ordered to be printed


Mr. WHITE  of Kansas, from the Committee on Election of President,
  Vice President, and Representatives in Congress, submitted the
  following
                        REPORT
                    [To accompany S. J. Res. 471

  The  Committee  on Election of Prasident, Vice President, and
Representatives in Congress, having had under consideration Senate
Joint Resolution 47, proposing an amendment to the Constitution
of the United States, report it bapk to the Honse with amendments
and recommend  that the joint resolution, as amended, do pass.
  Your  committee  proposes to strike out the Senate resolution
after the resolving clause and, to insert the House resolution (H. Con.
Res. 18) as reported by your committee on January 18, 1928.. The
report first explains the House resolution, then discusses the dif-
ferences between the Senate resolution and the House resolution,
and gives a legislative history of the various resolutions during the
67th, 68th, and 69th Congresses. For purposes of convenient refer-
ence, the applicable provisions of the Constitution and of various
statutes are printed as an appendix to the report.

        I. EXPLANATION OF HOUSE RESOLUTION
            PURPOSES  OF THE PROPOSED  AMENDMENT

  The  constitutional amendment which this resolution proposes will
accomplish the following;
   (1) The newly elected Congress will count the electoral votes, and
in case a majority has not been received, the newly elected House of
Representatives will choose the President, and the Senate (including
the newly elected Senators) will choose the Vice President;
   (2) The newly elected President, Vice President, and Members of
Congress  will take office approximately two months after their
election;
