      BIG GOVERNMENT AND THE CITIZEN

                    INTRODUCTION

  Big Government and The Citizen is concerned with the
basic principles of efficient organization and administra-
tion of government. Its primary purpose is to provide a
yardstick against which administration in a specific field
-conservation-can be measured.
  Although this MEMO is particularly directed toward
administration of the federal government, many of the
principles discussed are applicable to state and local gov-
ernment. It is therefore hoped that it may be useful in
studies of these other two levels of government, as well
as in areas other than conservation at the federal level.
  Efficiency and responsibility in govermnent have been a
major concern of tile League of Women Voters through-
out the thirty years of its history. The Convention of
1950 voted to focus this interest on the administration of
conservation programs concerned with water, soil and
forests. Consequently, Item III of the 1950-52 national
Current Agenda was adopted-Reorganization measures
to improve administrative efficiency in the development
and use of natural resources.
  The national Board of Directors considered this subject
too large to be covered in one publication, so it was decided
to issue two MEMO's relating to Item III. Big Govern-
ment and The Citizen is the first. The second MEMO
will deal with the present administration of conservation
programs and proposals for their reorganization.
