A PROPOSAL
Repealing article five of the Constitution of the Commonwealth of Pennsylvania relating
to the Judiciary and adding new Judiciary article.
,1  THE CONSTITUTIONAL CONVENTION OF PENNSYLVANIA HEREBY PROPOSES AS
2   FOLLOWS:
3          Section 1. The Constitution of the Commonwealth of Pennsylvania is amended by
4   adding after article four, a new article to read:
5                                ARTICLE
6                              THE JUDICIARY
7          Section 1. Courts.--The judicial power of the Commonwealth shall be vested in
8   a unified judicial system consisting of a Supreme Court, a Superior Court, District Courts,
9   Estates Courts, and Community Courts. Other courts may be established by the General
16   Assembly but only upon prior certification of the necessity therefor by the Supreme Court.
11         Section 2. Supreme Court.--(a) The Supreme Court shall consist of seven justices,
12   one of whom shall be Chief Justice of Pennsylvania. In the absence of the Chief Justice,
13   the member of the courf senior in length of service on the court shall serve in his place.
14         (b) The Supreme Court shall be the highest court of the Commonwealth and shall
15   have final appellate jurisdiction. If shall have no original.jurisdiction except as may be
16   expressly provided in this Constitution. It may assume jurisdiction of actions pending in
17   any other court at any stage of the proceedings. It shall have the power to issue all writs
