The conference World Literacy in the Year 2000: Research and Policy
Dimensions, from which this volume of The Annals is derived, brought
together more than sixty literacy specialists and policymakers from around
the world for four days of debate, conversation, and dialogue. Many topics
were explored, as amply demonstrated in the following articles. Plans for
future collaborations were made, some of which have already begun to bear
fruit. Fortuitously, it was during the conference that the U.S. Department of
Education officially announced the establishment of the U.S. National Center
on Adult Literacy at the University of Pennsylvania, a research and develop-
ment effort aimed at many of the very questions raised by the conferees. The
conference, held in October 1990 at the University of Pennsylvania, was
cosponsored by the U.S. Department of State, the United Nations Educa-
tional, Scientific, and Cultural Organization, the United Nations Children's
Fund, the International Development Research Centre, the Swedish Inter-
national Development Agency, the Carnegie Corporation, and the James S.
McDonnell Foundation. Support for the editing of this volume was provided
in part by the Carnegie Corporation and the U.S. Department of Education
(Grant No. R117Q00003).
