handle is hein.cow/anamacp0428 and id is 1 raw text is: PRE FACE The Bicentennial of the United States presents an appropriate opportunity to examine the consequences flowing from the events of 1776 and 1787. A substantial part of this examination quite properly should be devoted to internal affairs: the Constitution and its arrangement of political institutions; federal relations; the Judiciary and judicial review; the bureaucracy; and, not least, civil and political liberties as they affect the standing of the individual within the system of government that has evolved. The July volume of the ANNALS contained a set of papers on these and related matters. This volume deals with the same basic themes, but in relationship to their impact abroad. External influences normally do not lend themselves to the precision of measurement or judgment possible in studies of internal processes. In the international world of political events, influences join or blend with others, and generally accepted norms replace direct transfers of institutions from any one center to another. Nevertheless, the presence and activity of the United States abroad have made differences: often fruitful and welcomed, but not always so. The authors of the articles contained in this volume have approached their themes thoughtfully, candidly, and with a rare sharing of their considered wisdom. I am appreciative of all of these qualities, and for the cooperation of the authors. We do not presume to have covered all of the potential strands of analysis that might have been selected. This collection, however, spreads widely in time, place, and theme, and should provide a useful review for its purpose. RICHARD L. PARK vii
