The dramatic veto by President de Gaulle of Britain's application for member-
ship in the Common Market injected a special element of interest in the discussion
at the 1963 spring meeting of this Academy.
Nine of the papers in this volume are the addresses delivered at the annual
meeting held in Philadelphia on April 5 and 6, 1963. The remaining six papers
were specially written for this volume, with the result that each subtopic of the
general theme receives a rounded treatment. Each of the articles originally
presented as a speech is identified by the editors as such.
In my Foreword to the July 1960 volume, I explained why the topic for the
annual meeting of this Academy is usually foreign affairs. Events since that
time have heightened the interest of our members and delegates in continued
study of international relations. It is, therefore, possible that the subject of the
next meeting will also relate to some of our troubles beyond the seas.
Political scientists who are members of the Academy, and perhaps more
particularly members who are not political scientists, will be interested in the
second installment of the periodic Summary of Disciplines, which appears as
a Supplement to this volume. It is entitled American Government and
Administration: Recent Developments.
