THIS volume was planned over two years ago; the articles were prepared in
late 1942 or early 1943. Sixteen of them arrived here a year ago, but the rest
failed to come. Two months ago, I decided to put into print the material at hand
in order not to rob it of its timeliness. In order to fill at least one of the gaps
in the volume, an article on India's Human Resources was prepared at my in-
vitation by Dr. S. Chandrasekhar of the Department of Oriental Languages of the
University of Pennsylvania. He also consented to prepare a bibliographical article.
The volume was in page proof when the ten missing articles arrived by air
mail from India on April 19. Fortunately, we were able to make the necessary
adjustments in our publication schedule and are glad to present the volume as
originally planned by the Special Editors, together with the two articles written
at my behest.
The reader will of course note that all the authors are non-British and that the
articles give evidence of the strong national feeling of India. The very title we
have given this volume intends to convey the fact that in its pages leaders of na-
tional aspirations are speaking. Since it is desirable that we should know what
the problems of India are as seen by the people and not by the Government, we
have thought it useful to publish this volume even though in doing so all points
of view in India may not be represented.
