THIS issue of THE ANNALS includes the papers presented at the special
meeting of the Academy held at the Bellevue-Stratford Hotel in Phila-
delphia on May 23 and 24, 1935, and also articles by Dr. H. F. Alderfer,
Dr. John A. Fairlie, Dr. Elmer D. Graper, Professor W. Brooke Graves,
Dr. William Bennett Munro, Senator George W. Norris, Mr. Clarence
G. Shenton, Dr. William J. Shultz, and the special editors, on other
aspects of the subject.
As the matter of amendment and revision of state constitutions, im-
portant at all times, is especially prominent at the present moment, the
Academy has deemed it appropriate to devote a meeting and an issue of
THE ANNALS to the subject. Some of the articles place more emphasis
upon the constitutional problems of Pennsylvania because of the special
attention the subject is receiving in that state. It will be found, however,
that generally the principles discussed are equally applicable to all
states. The large number of subjects demanding consideration did not
permit contrasting points of view on all of the topics discussed, but it is
believed that in general, the points of view expressed are representative
of informed opinion on constitutional problems.
It is with a feeling of deep appreciation to the speakers and the au-
thors who so generously contributed, that this issue is offered to mem-
bers of the Academy.
