AN EDITOR, in the opinion of the present incumbent, is to publica-
tion what the impresario is to art. His function is to select carefully
his collaborators and drop back, leaving the performance entirely to
them. He is responsible for the completeness and smoothness of the
whole but it is not necessary, indeed it is not desirable, that he take a
direct part. Nor should he have to expound and explain in a lengthy
foreword. The results will speak for themselves.
But man proposes and the accidents of depression and the national
emergency dispose of the most careful planning. Two authorities of
national reputation and caliber who promised articles gladly in April
have been in Washington continuously since; and the needs of an
editor, though very real to him, run a bad second to NRA. Dr. Leo
Wolman, of the Federal Labor Advisory Board, was to do the
article on the argument for unemployment insurance; Dr. William
Leiserson, chairman of the Ohio Commission on Unemployment In-
surance, that on the Ohio unemployment insurance bill. Only by
the greatest of good luck has the editor been able to repair the
breaches in the program left by their inability to contribute in time
for the dead line of this issue. Dr. I. M. Rubinow and Abraham
Epstein generously agreed to double up on assignments. There is
no logical reason why authorities as expert as these in the field of
social insurance should not appear more than once, but we note for
the record that the doubling up was not planned aforetime, and was
agreed to as a great favor to an editor in extremis. The special editor
in charge of this issue takes this opportunity to express to these men
and to their fellow contributors his deep appreciation of their unfail-
ing courtesy and co6peration.
