                      The Committee on Homeland Security, to whom was referred the
                    bill (H.R. 1738) to amend the Homeland Security Act of 2002 to di-
                    rect the Secretary of Homeland Security to modernize and imple-
                    ment the national integrated public alert and warning system to
                    disseminate homeland security information and other information,
                    and for other purposes, having considered the same, report favor-
                    ably thereon with an amendment and recommend that the bill as
                    amended do pass.
