                      The Committee on Oversight and Government Reform, to whom
                    was referred the bill (H.R. 1563) to amend title 5, United States
                    Code, to provide that individuals having seriously delinquent tax
                    debts shall be ineligible for Federal employment, and for other pur-
                    poses, having considered the same, report favorably thereon with-
                    out amendment and recommend that the bill do pass.
