                      The Committee on Energy and Commerce, to whom was referred
                    the bill (H.R. 3998) to direct the Federal Communications Commis-
                    sion to commence proceedings related to the resiliency of critical
                    telecommunications networks during times of emergency, and for
                    other purposes, having considered the same, report favorably there-
                    on with amendments and recommend that the bill as amended do
                    pass.
