                       The Committee on Veterans' Affairs, to whom was referred the
                     bill (H.R. 280) to authorize the Secretary of Veterans Affairs to re-
                     coup bonuses and awards paid to employees of the Department of
                     Veterans Affairs, having considered the same, report favorably
                     thereon with an amendment and recommend that the bill as
                     amended do pass.
