                       The Committee on Homeland Security, to whom was referred the
                     bill (H.R. 998) to establish the conditions under which the Sec-
                     retary of Homeland Security may establish preclearance facilities,
                     conduct preclearance operations, and provide customs services out-
                     side the United States, and for other purposes, having considered
                     the same, report favorably thereon   with  an  amendment and rec-
                     ommend that the bill as amended do pass.
