                                         Purpose and Summary

                      H.R. 159, as reported, is intended to encourage the states, by giv-
                    ing them preference in their applications for Community Oriented
                    Police Services grants, to pass safe harbor statutes for victims of
                    minor sex trafficking. H.R. 159 also helps to fight the scourge of
                       49-006
