                    66) DISAPPROVING THE RULE  SUBMITTED  BY THE DEPARTMENT   OF
                    LABOR  RELATING  TO  SAVINGS ARRANGEMENTS ESTABLISHED BY
                    STATES FOR NON-GOVERNMENTAL EMPLOYEES, AND PROVIDING FOR
                    CONSIDERATION  OF  THE  JOINT  RESOLUTION  (H.J. RES. 67) DIS-
                    APPROVING THE RULE SUBMITTED  BY THE DEPARTMENT OF LABOR RE-
                    LATING TO  SAVINGS ARRANGEMENTS ESTABLISHED BY QUALIFIED
                    STATE POLITICAL SUBDIVISIONS FOR NON-GOVERNMENTAL EMPLOY-
                    EES

                              Mr. BYRNE, from the Committee on Rules,
                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 116]
                    The  Committee on Rules, having had under consideration House
                  Resolution 116, by record vote of 8 to 3, report the same to the
                  House  with the recommendation that the resolution be adopted.
                             SUMMARY  OF PROVISIONS OF THE RESOLUTION
                    The  resolution provides for consideration of H.J. Res. 66, dis-
                    approving the rule submitted by the Department of Labor relating
                  to  savings arrangements  established by States for non-govern-
                  mental  employees, and H.J. Res. 67, disapproving the rule sub-
                  mitted by  the Department  of Labor relating to savings arrange-
                  ments  established by qualified State political subdivisions for non-
                  governmental  employees, under closed rules. The resolution pro-
                  vides one hour of debate on each joint resolution equally divided
                  and  controlled by the chair and ranking minority member of the
                  Committee  on Education and the Workforce. The resolution waives
                  all points of order against consideration of each joint resolution.
                  The  resolution provides that each joint resolution shall be consid-
                  ered as read. The resolution waives all points of order against pro-
                  visions in each joint resolution. The resolution provides each joint
                  resolution one motion to recommit.
