                  REVISED ALLOCATION TO SUBCOMMITTEES OF BUDGET
                    TOTALS FROM THE CONCURRENT RESOLUTION FOR
                    FISCAL   YEAR  2016

                         Mr. COCHRAN, from the Committee on Appropriations,
                                       submitted the following


                                           REPORT

                    The  Committee  on Appropriations submits the following report
                  revising the section 302(b) allocation to its subcommittees for fiscal
                  year 2016 set forth in Senate Report 114-55 (May 21, 2015).
                    Section 302(e) of the  Congressional Budget Act  of 1974, as
                    amended, provides that at any time after a committee reports its
                    allocations such committee may report to its House an alteration
                  of such allocations. This report is submitted pursuant to this sec-
                  tion.
                    The  Budget Act requires that as soon as practicable after a con-
                  current resolution on the budget is agreed to, the Committee on
                  Appropriations shall submit to the Senate  a report subdividing
                  among  its subcommittees the new budget authority and total out-
                  lays allocated to the Committee in the joint explanatory statement
                  accompanying  the conference report on such a resolution. The con-
                  ference report on the concurrent resolution for fiscal year 2016 (S.
                  Con. Res. 11) was agreed to by the Congress on May 5, 2015.
                    Pursuant  to section 302(a) of the Congressional Budget Act of
                    1974, as amended, the joint explanatory statement accompanying
                  the conference report on the concurrent resolution on the budget
                  for fiscal year 2016 (H. Rept. 114-96; filed April 29, 2015) contains
                  allocations to the Senate Committee on Appropriations for fiscal
                  year 2016. Those allocations are consistent with the discretionary
                  spending limits in section 251(c) of the Balanced Budget and Emer-
                  gency Deficit Control Act of 1985 (BBEDCA), as adjusted by the Of-
                  fice of Management  and Budget pursuant to section 251A of that
                  Act.
                    The  Committee  notes that, under the terms of section 251 of
                  BBEDCA,   the Chairman  of the Committee on the Budget may  in-
                  crease the 302(a) allocation of the Committee on Appropriations if
