I. INTRODUCTION The SBIR/STTR Reauthorization Act of 2016 (S. 2812) was in- troduced by the Ranking Member, Senator Jeanne Shaheen, for herself and Chairman Vitter, on April 18, 2016. Other cosponsors include Senators Kelly Ayotte and Ed Markey. The SBIR/STTR Reauthorization Act of 2016 amends the Small Business Act to make permanent the SBIR and STTR programs. It makes changes to the programs in order to increase commercializa- tion, expand the participation of small businesses in more regions of the country, increase the participation of small businesses owned by women and minorities, reduce administrative and reporting bur- dens on small businesses and agencies, accelerate application re- views and disbursements of awards, and strengthen oversight and compliance. During the markup of the bill on May 11, 2016, the Committee adopted five amendments, including an amendment by Senator 69-010
