BACKGROUND AND PURPOSE OF KEVIN AND AVONTE's LAW Autism, dementia, and other developmental conditions affect nu- merous families in the United States. Many such families have ex- perienced a loved one wandering away from a supervised setting due to these conditions. The Centers for Disease Control and Pre- vention (CDC) identified one in sixty-eight children as having au- tism spectrum disorder, and CDC survey data was used in a wide- ly-cited 2016 study that concluded about a third of these children 69-010
