                   MOUNTAINS TO SOUND GREENWAY NATIONAL HERITAGE
                                            AREA  ACT


                                 SEPTEMBER 6, 2016.-Ordered to be printed


                     Ms. MURKOWSKI,  from the Committee on Energy and Natural
                                 Resources, submitted the following


                                         REPORT

                                         [To accompany S. 1690]
                    The  Committee on Energy  and Natural Resources, to which was
                  referred the bill (S. 1690) to establish the Mountains to Sound
                  Greenway  National Heritage Area in the State of Washington, hav-
                  ing considered the same, reports favorably thereon with amend-
                  ments  and recommends  that the bill, as amended, do pass.
                    The  amendments  are as follows:
                    1. On page 14, after line 25, add the following:
                        (6) alters, modifies, diminishes, or extinguishes the trea-
                      ty rights of any Indian tribe within the National Heritage
                      Area;
                    2. On page 15, line 1, strike (6) and insert (7).
                    3. On page 15, line 5, strike (7) and insert (8).
                                             PURPOSE
                    The  purpose of S. 1690 is to establish the Mountains to Sound
                    Greenway National Heritage Area in the State of Washington.
                                       BACKGROUND  AND NEED
                    Stretching from the shores of Puget Sound to the heart of Wash-
                  ington State, the Mountains  to Sound Greenway  is a mosaic of
                  thriving communities, living history, and vast natural lands. With
                  1.5 million acres of rugged mountains, vast forests, high desert,
                  suburban  parks and gardens, and metropolitan streets, the Green-
                  way  encompasses a shared heritage of historic towns, healthy eco-
                  systems, spectacular alpine wilderness, working farms and forests,
                  and  extensive outdoor recreation in a region that includes one of
                  the major metropolitan areas in the United States.
