BACKGROUND AND PURPOSE OF THE FEDERAL BUREAU OF INVES- TIGATION WHISTLEBLOWER PROTECTION ENHANCEMENT ACT OF 2016 The Federal Bureau of Investigation Whistleblower Protection Act of 2016 (the Act) will strengthen and enhance the rights and protections afforded to employees of the Federal Bureau of Inves- tigation (FBI) 1 so that they can more effectively help root out waste, fraud, and abuse. Whistleblowers play a critical role in 'Consistent with the Act, the term employee also encompasses an applicant for a position in the FBI for most of the rights conveyed in the Act. 59-010
