GENERAL STATEMENT AND BACKGROUND On June 25, 2013, President Obama announced his Climate Ac- tion Plan which provided three main categories of action: cut car- bon emissions in America, prepare the U.S. for the impacts of cli- mate change, and lead international efforts to address global cli- mate change. As a part to this plan, the President issued an Execu- tive Order directing the EPA to set standards of emissions reduc- tions for new and existing fossil fuel-fired power plants. New Source Performance Standard: On September 20, 2013, the EPA re-proposed CO2 emissions limits for new power plants.
