                    SISTANCE   AND   SELF-DETERMINATION ACT OF 1996,
                    AND  FOR  OTHER  PURPOSES

                                        REPORT

                                        [To accompany S. 710]
                   The  Committee on Indian Affairs, to which was referred the bill
                   (S. 710) to reauthorize the Native American Housing Assistance
                   and Self-Determination Act of 1996, and for other purposes, having
                   considered the same, reports favorably with amendments and rec-
                   ommends that the bill, as amended, do pass.
                                           PURPOSE
                   The  purpose of S. 710 is to reauthorize the Native American
                   Housing Assistance and Self-Determination Act of 1996 until the
                   end of Fiscal Year 2020.
                                         BACKGROUND
                    In 1996, Congress passed the NAHASDA.  The NAHASDA re-
                  places housing assistance programs under the 1937 Housing Act
                  (42 U.S.C. § 1437 et seq.). The NAHASDA addresses Indian hous-
                  ing needs by furthering tribal self-governance and consolidating In-
                  dian programs such as those formerly under the 1937 Housing Act.
                    Since 1992, the Office of Native American Programs (ONAP) at
                  the United States Department of Housing and Urban Development
                  (HUD) has administered HUD's programs that serve Native Amer-
                  ican communities. The HUD Deputy Assistant Secretary for Native
                  American Programs oversees ONAP.
                  When   the NAHASDA went into   effect in Fiscal Year 1998, the
                  law provided Indian tribes with the choice of administering pro-
                  grams through their existing Indian Housing Authorities (IHAs) or
