  Mr. BISHOP of Utah, from the Committee  on Natural Resources,
                     submitted the following

  The Committee   on Natural Resources, to whom  was referred the
bill (H.R. 308) to prohibit gaming activities on certain Indian lands
in Arizona until the expiration of certain gaming compacts, having
considered the same, report favorably thereon without amendment
and recommend   that the bill do pass.
                      PURPOSE  OF THE BILL
  The  purpose of H.R. 308 is to prohibit gaming activities on cer-
tain Indian lands in Arizona until the expiration of certain gaming
compacts.
             BACKGROUND   AND NEED  FOR LEGISLATION
  H.R. 308 would  prohibit class II (bingo) and class III (Las Vegas-
style) gambling activities regulated under the Indian Gaming Reg-
ulatory Act of 1988 within the Phoenix, Arizona, metropolitan area
until January 1, 2027, when the compacts between the State of Ari-
zona and  tribes operating class III casinos expire.1 The immediate
effect of the bill is to prohibit the operation of an off-reservation ca-
