                      The  Committee   on Oversight  and  Government   Reform,  to whom
                    was  referred the bill (H.R. 3387) to amend the Freedom  of Informa-
                    tion Act, the Privacy Act, and the Federal  Advisory Committee   Act
                    to apply the requirements  of such Acts  to the Smithsonian  Institu-
                    tion, and for other purposes, having considered the same,  report fa-
                    vorably  thereon with amendments and recommend that the bill as
                    amended   do pass.
