                       The  Committee   on  Veterans' Affairs, to whom   was  referred the
                     bill (H.R. 5399) to amend   title 38, United  States Code,  to ensure
                     that physicians  of the  Department   of Veterans  Affairs  fulfill the
                     ethical duty  to report to State  licensing authorities impaired,  in-
                     competent,  and  unethical health  care activities, having considered
                     the same,  report  favorably  thereon             without amendment and rec-
                     ommend   that the bill do pass.
