                      The  Committee   on Energy  and Commerce,   to whom   was referred
                    the bill (H.R. 2566) to amend   the Communications Act of 1934 to
                    ensure  the integrity of voice communications and  to prevent unjust
                    or unreasonable   discrimination among   areas of the United  States
                    in  the delivery  of such  communications,   having  considered  the
                    same,   report favorably  thereon   with  an  amendment    and   rec-
                    ommend   that the bill as amended  do pass.
