                                            [To accompany H.R. 5460]

                      The  Committee   on Homeland   Security, to whom  was referred the
                    bill (H.R. 5460) to amend  the Homeland   Security Act of 2002 to es-
                    tablish a review process to review applications for certain grants to
                    purchase  equipment  or systems  that do not meet  or exceed any ap-
                    plicable national voluntary consensus  standards, and  for other pur-
                    poses, having  considered  the same,  report favorably thereon  with
                    an  amendment and recommend that the bill as amended do pass.
