                       The Committee   on Energy   and Commerce,   to whom   was referred
                     the bill (H.R. 5111) to prohibit the use  of certain clauses in form
                     contracts that restrict the ability of a consumer to communicate  re-
                     garding the  goods or services offered in interstate commerce   that
                     were  the subject of the  contract, and  for other purposes,  having
                     considered the same,  report favorably thereon  with an  amendment
                     and recommend   that the bill as amended  do pass.
