                                      LAND TRANSFER ACT OF 2016

                       Mr.  BISHOP  of Utah, from  the Committee   on Natural  Resources,
                                            submitted  the following


                                               REPORT

                                               [To accompany H.R. 1157]

                       The  Committee   on  Natural  Resources,  to whom  was  referred the
                     bill (H.R. 1157)  to authorize  the Secretary  of the Interior to take
                     land  into trust for the benefit of the Santa Ynez  Band  of Chumash
                     Mission   Indians, and   for other  purposes,  having  considered  the
                     same,   report  favorably  thereon   with  an  amendment and rec-
                     ommend that the bill   as amended   do pass.
                       The  amendment is as follows:
                       Strike  all after the enacting clause and insert the following:
                     SECTION 1. SHORT TITLE.
                       This Act may be cited as the Santa Ynez Band of Chumash Mission Indians
                     Land Transfer Act of 2016.
                     SEC. 2. TRANSFER OF LAND IN TRUST FOR SANTA YNEZ BAND OF CHUMASH MISSION INDI-
                             ANS.
                       (a) TRANSFER AND ADMINISTRATION.-
                           (1) TRANSFER OF LANDS INTO TRUST.-If the Tribe transfers title to the land
                         described in subsection (b) to the United States, the Secretary shall take that
                         land into trust for the benefit of the Tribe, subject to valid existing rights and
                         to the terms relating to an easement as set forth in the stipulated judgment
                         in Willard W. Shepherd v. Fess Parker Ranch LLC filed in the Superior Court
                         of the State of California for the County of Santa Barbara on January 26, 2004.
                           (2) ADMINISTRATION.-The land transferred under paragraph (1) shall be part
                         of the Santa Ynez Indian Reservation and administered in accordance with the
                         laws and regulations generally applicable to land held in trust by the United
                         States for an Indian tribe.
                           (3) EFFECT.-For purposes of certain California State laws (including the Cali-
                         fornia Land Conservation Act of 1965, Government Code Section 51200, et seq.),
                         placing the land described in subsection (b) into trust shall remove any restric-
                         tions on the property pursuant to California Government Code Section 51295
                         or any other provision of such Act.
