                      The  Committee   on the Judiciary, to whom  was  referred the bill
                    (H.R. 3394) to amend  the Terrorism  Risk Insurance  Act of 2002 to
                    allow for the use of certain assets of foreign persons and  entities
                    to satisfy certain judgments against terrorist parties, and for other
                    purposes,  having considered  the same,  reports favorably  thereon
                    with an  amendment   and  recommends   that the bill as amended  do
                    pass.
