                   PROVIDING FOR CONSIDERATION  OF THE CONFERENCE   REPORT TO AC-
                   COMPANY   THE  BILL (S. 524) TO AUTHORIZE THE ATTORNEY GENERAL
                   TO  AWARD  GRANTS  TO ADDRESS  THE NATIONAL  EPIDEMICS OF PRE-
                   SCRIPTION  OPIOID ABUSE  AND  HEROIN USE; AND  FOR OTHER  PUR-
                   POSES

                              Mr. BYRNE,  from the Committee on Rules,
                                       submitted the following


                                          REPORT

                                        [To accompany H. Res. 809]
                     The Committee  on Rules, having had under consideration House
                   Resolution 809, by a record vote of 8 to 3, report the same to the
                   House with the recommendation that the resolution be adopted.
                             SUMMARY   OF PROVISIONS OF THE RESOLUTION
                     The resolution provides for consideration of the conference report
                   to accompany S. 524, the Comprehensive  Addiction and Recovery
                   Act of 2016. The resolution waives all points of order against the
                   conference report and against its consideration. The resolution pro-
                   vides that the conference report shall be considered as read. The
                   resolution provides that the previous question shall be considered
                   as ordered without intervention of any motion except one hour of
                   debate and one motion  to recommit if applicable. Debate on the
                   conference report is divided pursuant to clause 8(d) of rule XXII.
                     Section 2 of the resolution provides that the House has taken S.
                   2943, the National Defense Authorization Act for Fiscal Year 2017,
                   from the Speaker's table, adopts an amendment in the nature of a
                   substitute consisting of the text of H.R. 4909 as passed by the
                   House, and adopts S. 2943, as amended.  The resolution provides
                   that the chair of the Committee on Armed Services or his designee
                   is authorized to move that the House insist on its amendment to
                   S. 2943 and request a conference with the Senate thereon.
                                      EXPLANATION  OF WAIVERS
                     The waiver of all points of order against the conference report to
                   accompany S. 524 and its consideration includes a waiver of the fol-
                   lowing:
